Secretary of State for Foreign Affairs has represented
and
that this form is inappropriato/I agree. It appears that alternatives aro an agreement between (a) His Majorty's
Government in the United Kingdom and National Government of Pepublic of China, or (b) Chinese Maritime Custome
Administration and Hong Kong. Secretary of Stete for
Foreign Affairs is strongly in favour of form (a) and
I am inclined to agree with this view. I presume you
would have no objection. Certain purely formal verbal
amendments in text, which would be settled in consultation
between Colonial Office and Foreign Office will of course
be involved,
